Arrested anyway: the cannabis directive police keep ignoring

SAPS's own 2023 directive tells officers not to arrest adults for private cannabis use, or to assume dealing based on quantity. The Human Rights Commission says the arrests never stopped, and Gareth Prince is back in court because of it.
